AEO assessment & assistance (Authorized Economic Operator)
If you are an international trade operator effective July 2009, you will be concerned by the obligation to submit a pre-arrival and pre-departure summary declaration of goods that include information deemed necessary for drawing up a risk analysis. As an International Trade Operator you may request the status of Authorized Economic Operator (AEO). The AEO status is valid throughout the European Community.
Who is concerned? The new measures apply to: manufacturers, importers, exporters, customs brokers, freight brokers, carriers, freight consolidators, harbour-airport and terminal operators, warehouse operators, integrated operators and distributors What is an AEO? It is a certificate delivered by Member State Customs Administrations, granting you Authorized Economic Operator status which gives you access to trade facilitation measures and/or the benefit of fewer constraints. Prerequisites: - Record of compliance with Customs regulations, - Proven financial solvency, - Production chain with appropriate security and safety standards.

What is the regulation to refer to ?
The regulation : n° 648/2005 (Safety and Security amendment) of the European Parliament and European Council of April 13 2005 (OJEU L117 may 4 2005) amended the Community Customs Code with new regulation relative to safety and security, an advance electronic summary declaration of goods shall be lodged prior to the entry, exit, transit or transfer of goods.
